The InfraRiskTX database uses open source data on critical infrastructure. Some of the primary sources include:

The infrastructure that the project identified is not exhaustive. Presidential Policy Directive 21, one of the first federal policies addressing security risks to critical infrastructure, identified 16 categories of critical infrastructure: chemical, commercial facilities, communications, critical manufacturing, dams, defense industrial base, emergency services, energy, financial services, food and agriculture, government facilities, healthcare and public health, information technology, nuclear reactors, materials, and waste, transportation systems, water and wastewater systems.
This project only captures a small set of those categories. This decision was made in consideration of the criticism that PPD-21 is overinclusive. By only identifying those pieces of infrastructure with either (1) a high degree of economic risk or (2) physical risk to nearby residents, this project focuses attention on those threats that pose the greatest risk to Texans.
